ACCI wants compensation for seizure of window film

NAHARLAGUN, Jan 23: Expressing resentment over the seizure of window film from the  shops by the  Capital district administration as a  part of ongoing drive against tinted film on car windows, the Arunachal Chamber of Commerce and Industries (ACCI) today  urged the Capital DC to compensate the traders for the window films seized from their shops.

In a letter to the  Capital DC, the ACCI advocated that  the Supreme Court had passed the judgment to have tinted films removed from windows of vehicles, it has not banned  the selling of window films or use of such films in office chambers, hotels, restaurants, hospitals, clinics, etc. It further said that the administration and police personnel ‘forcefully seized the window films from the ACCI members, and also scolded and manhandled the traders, which is unwarranted and uncalled for.’

 

PR leader’s house gutted

ITANAGAR, Jan, 23: Two dwelling houses of an Anchal Samity Member Tabu Rava and  Gram panchayat member Tamen Nalo were reportedly gutted down recently at Nacho circle in Upper Subansiri district. The fire broke out around 1.30 pm and engulfed the entire houses and reduced to ashes all house-hold properties, a release said. Meanwhile All Nacho Area Students Union has appealed to district administration for provide relief to the fire victims.

ITANAGAR, Jan 23: Taba Anam, Tapi Shah and Bimola Prasad Lahon have cleared the National Senior Arbiter Examination which was conducted by All India Chess Federation (AICF) on December 9, 2012 at Guwahati, Assam.

While informing this, All Arunachal Pradesh Chess Association (AAPCA) has lauded the achievement of the Arbiter trio and hoped they will work with more dedication for further development and popularization of Chess in Arunachal Pradesh.

ITANAGAR, Jan, 23: Claiming the outbreak of foot and mouth viral disease in many villages under Koloriang circle, the Nangram Welfare Society today sought for immediate intervention of district administration to control the deadly disease from spreading. It appealed to the Kurung Kumey deputy commissioner to depute veterinary team to affected areas.

 

AAPSU team to witness R Day

ITANAGAR, Jan 23: A team of All Arunachal Pradesh Students Union (AAPSU) led by its President Kamta Lapung, General Secretary Biru Nasi and NESO Co-ordinator Pritam Waisonam will witness the 64th Republic Day celebration in New Delhi on January 26.

The new team of AAPSU in its maiden visit to New Delhi will also meet various central leaders, Including UPA Chairperson Sonia Gandhi to apprise them on refugee and Chinese issue.

Meanwhile, the AAPSU President reiterated all sections of the society to not entertain any form of donations/ contributions to AAPSU unless consented by the Union head.

The AAPSU president appealed every Students organization, including executive members of AAPSU to be disciplined and live up to people’s expectations.

 

Nuhang SHG takes part in PPWF

ITANAGAR, Jan 23: Nuhang SHG, Kharsang and artisans of Wood Carving Handicraft Unit Namphai-I under the aegis of AMYAA, Miao and sponsorship of NABARD participated in the Pangsau Pass Winter Festival 2013 at Nampong of Changlang district.

AMYAA was the lone non-government organization (NGO) to represent the state in the festival through participation of the SHGs and the Artisans. As part AMYAA’s vision for empowerment and livelihood promotion of less privileged rural poor, Self Help Groups (SHGs), Farmers’ Club, Volunteers and Unemployed Youth groups are formed and encouraged to take up self-sustaining and self-reliant small economic activities.

 

Retrenchment decision irks AAPWU

ITANAGAR, Jan 23: The All Arunachal Pradesh Workers’ Union (AAPWU), Upper Subansiri unit has strongly opposed the reported decision taken by Commanding Officer of 128 RCC, GREF, Lemeking to retrench around 1000 labourers.

The Union has demanded the BRO authority to re-engage the workers within 15 days failing which it threatens to launch democratic movement against the BRO.

Meanwhile, terming the demand as genuine, the State AAPWU has extended its support to its district unit and urged the OC, 128 RCC to re-engage the workers who have contributed their best of life in the general interest of BRO and for the country as well.

 

Basar KVK team visit farmers’ club

ITANAGAR, Jan 23: A team from Krishi Vigyan Kendra (KVK), Basar comprising scientists and subject matter specialists visited farmers’ fields at Industry Colony, Chirne and General Ground Colony, Basar yesterday as part of the KVK’s continuous monitoring and evaluation.

The team monitored the Toria and Pea fields covered under Agriculture Technology Management agency (ATMA) West Siang and Potato fields covered in TSP programme under ICAR, Basar.

The team found no infestation of insect pests and incidence of diseases in these crops but observed the slight moisture stress in soil for which light irrigation has been advocated to the farmers.

 

Govt ignores demand, says ASSU

ITANAGAR, Jan 23: All Sajolang Student’s Union (ASSU) has expressed strong resentment for ignoring the demand for creation of Bichum district by the state government.

Despite Bichum fulfilling all criteria that are required for creation of a new district, the state govt did consider our demand though many new districts have been created since we raised the demand in 1996, ASSU rued in a release.

“We (ASSU) do not oppose creation of new districts but we feel disappointed when our demand for Bichum district is ignored,” the release said.

Sajolang community has been demanding Bichum District since 1996 after the bifurcation of Kameng district. The Sajolang community, allegedly deprived from all developmental fruit, has been divided in two districts in East Kameng and West Kameng, the release informed.

The area is still lagging far behind many other places in the state in education, health and infrastructure sector due to geographical isolation.

 

NYP conducts EAP

ITANAGAR, Jan 23: National Youth Project Arunachal Pradesh under KVIC’s capacity building programme organized a week-long Entrepreneurship Awareness cum Development Programmes at Lathao circle of Lohit district recently.

Twenty out of hundreds of unemployed youth trainees have been selected in the EAP for further training on beauty parlour and its management.

This is one of the 18 such programmes supported by KVIC during the year which will give training to more than 2000 unemployed youths from different districts.

NYP is launching similar programmes in Lower Subansiri, Papum Pare, East Kameng, Tirap, Changlang, Anjaw, East Siang, West Siang, Lower Dibang Valley and Kurung Kumey shortly.

 

GYC orgnises T20 cricket tourney

ITANAGAR, Jan 23: Ganga Youth Club, Ganga village, Itanagar organized  a T20 Cricket Tournament at Ganga village from January 12 to 22 last.

Altogether 17 teams participated in the tournament.

Tata Company Cricket Club, Itanagar beat Charlie XI, Itanagar by 44  runs in the final match of the tournament.

Ha Tatu a businessman attended the closing ceremony as chief guest. He highlighted the importance of sports activities and encouraged the  youths to take up sports as their career.

He contributed an amount of Rs forty thousand to Ganga Youth Club for games and sports activities in the village.

Gram Panchayat Chairperson Teli Had also attended the closing ceremony.

Earlier, Director of Sports and Youth Affairs DK Dinglow and Borum-I Anchal Chairperson Gyamar Jiri attended the inaugural ceremony, in which the Director assured to extend all possible help to the Ganga Youth Club for carrying out games and sports activities in their respective village.

 

In-service teachers training begins

YINGKIONG, Jan 23: The 5-day in-service teachers’ training for junior teachers of Upper Siang district under RMSA started on January 21.

Attending inaugural programme, Upper Siang DDSE cum DPO Talem Paron, opined that in-service training is very important and essential for all the teachers working under various capacities in schools in order to update their knowledge and know innovative ideas developed by researchers in the field of education since the traditional method of teaching is no more fruitful and in tune with the educational change.

He called upon the teacher trainees to attend and participate in the training actively and apply them in the classroom.

The quality of education depends upon the teacher and teacher can enhance their quality through such in-service teachers’ training.

The core area of the training includes psychology of adolescence, designing of instructional strategy through content analysis, illustration on various topics in different subjects etc.

N Tasing, District Programme Coordinator (DPC), RMSA highlighting the objectives of the training said that it is the training through which teachers can enrich their knowledge, get clarified their doubts and difficulties faced by them during teaching through interaction with resource persons. He encouraged the trainees for more interaction.

B Dutta, Training Coordinator, DIET Pasighat called upon the teachers to apply the knowledge they have gained in the classroom for better out put and quality education.

Pangsau Pass winter festival concludes with positive note

NAMPONG, Jan 23: Pangsau Pass Winter Festiival-2013 concluded with great fanfare and frolic late Tuesday evening with the participation of galaxies of lawmakers led by Chief Minister Nabam Tuki, who was the chief guest of the festivity.

Host Agriculture Minister Setong Sena along with high profile guests – Finance Minister Chowna Mein, Parliamentary Secretary Phusum Khimhun, Union Minister of State Ninog Ering, MP Rajya Sabha and Arunachal Pradesh Congress president & Rajya Sabha member Mukut Mithi, - DC Chanchal Yadav, ADC Nidhi Srivastava visited Pangsau Pass (Myanmar) before enjoying the cultural programme in the evening.

The morning part of the final day commenced with the marathon - a small leap for posterity that had three categories – boys, girls and senior citizens followed by traditional dances all day round.

Later in the evening, Sena in a very short address, besides welcoming all the high profile guests, complemented all the people who were involved in making PPWF 2013 a successful event.

 He also expressed his special thanks to the CM for his generous support in conducting the festival.

The website www.amazingarunachal.com which is owned and administrated by ace photographer Arif Siddiqui, web designer Kamlesh Mehta and journalist Tom Simai has been instrumental in creating the curiosity regarding PPWF-2013 that it brought more than 20,000 people from across the country in just three days.

The competition for the best traditional hut was won by Tangsa Hut (Mossang), followed by Tangsa Hut (Tikhak) and the consolation prize was won by Khampti and Apatani Hut.

A lesser known singer Priya Patel from Mumbai, Arunachal Idol Nokgnam Lukham and Jelly Khai made the crowd to dance to their foot tapping numbers.

It must be mentioned that PPWF-2013 to curb the accommodation hitch as well as to benefit the rural populace introduced the concept of home stay on experimental basis in 10 villages which turned out to be huge success. Shops reopen at Seppa after DA assures to book the culprits

ITANAGAR, Jan 23: After three days of shutter down in protest against the alleged audacious attack on a shopkeeper and subsequent abduction, the business community of Seppa in East Kameng today reopened the shops following the written assurance given by the district administration to nab the culprit/s involved in the attack within 15 days.

Sources from Seppa informed that deputy commissioner Tope Bam today convened an emergency meeting which was attended by deputy superintendent of police S. Singpho who is now SP incharge and five members of East Kameng Chambers of Commerce and Industry (EKCCI) regarding the assault and abduction of a shopkeeper on Monday. In a meeting the prevailing and law order problem in the town and constant threats and extortion notes to business community particularly shopkeepers were also discussed.

To quell the shopkeepers who are demanding immediate arrest of culprit/s involved on physical assault and abduction of a shopkeeper at Bazarline on Monday morning, the district administration has given written assurance to EKCCI members to arrest the culprit within 15 days.

Speaking to this daily, deputy superintendent of Police S. Singpho informed that shopkeeper was assaulted and abducted by miscreant on Monday morning, however later he was released.  Singpho further added that main accused is at large and a case had been registered with police station Seppa.

It is said that in many occasions shopkeepers were extorted and served unsigned extortion notices at Seppa, however it went unreported. According to EKCCI president Raju Gyadi, over the last few years the extortion and constant threat to shopkeepers has gone up.  

The shutter down by shopkeepers at Seppa during festive season is a common sight, sometimes  the traders close their shops to avoid picnic goers’ menace like forceful collection of vegetables and other essential commodities.

 

 

Rajnath Singh becomes BJP chief

NEW DELHI, Jan 23: Pitchforked by circumstances, senior Bharatiya Janata Party leader Rajnath Singh was unanimously elected party president on Wednesday but he faces the immediate challenge of tackling internal feuds and repairing the damage caused by allegations of financial impropriety by his predecessor Nitin Gadkari.

The election of the 61-year-old former Chief Minister of Uttar Pradesh, who comes back to the post, which he had to quit in the wake of 2009 electoral debacle, took a little over an hour.

But the entire process had the underpinnings of the controversy that surrounded Gadkari over his alleged involvement in an irrigation scam in Maharashtra and the dubious funding of his Purti Group.

The situation in which Singh's choice came about was underscored by senior leader L K Advani who said the new president's biggest responsibility would be to ensure that ”there is no compromise with any immoral behaviour”.

Advani, whose opposition to Gadkari finally saw him out of the president's post despite RSS backing, also said, “We should prove that this is a party with a difference and not a party of differences as our opponents say.”

Gadkari, who opted out of the presidential race on Tuesday in a dramatic turn of events because of the allegations against him, had succeeded Singh in 2009 after the Lok Sabha election debacle.

After the top leadership deciding on Singh last night, the BJP Parliamentary Board met this morning in what was essentially a formality to approve Singh's candidature for the top party post.

Singh filed his nomination and was the only candidate in the fray. He was promptly declared elected without any contest. Had Gadkari contested there was a possibility of an election.

Noting that the circumstances in which he is taking over the party's presidentship are not good, Rajnath Singh said BJP will stand behind Gadkari in his fight to clear his name of all charges. Expressing joy over the unanimous election of Rajnath Singh as new party president, the Bharatiya Janata Party Arunachal Pradesh  today   expressed full  confidence over the leadership of Singh and hoped that  the new party president would  give focused attention on  the problems of North East states, more particularly the frontier state of Arunachal Pradesh.

In a party meeting held its headquarters at Itanagar today, the  BJP also viewed seriously the “saffron terror” remarks of Union Home Minister Sushil Kumar Shinde. “There cannot be anything worse than that the country's home minister giving such an objectionable and baseless statements that would disrupt peace and harmony,” the BJP said in a release. The party also decided to joint the nationwide protest against wild allegations of the Union Home Minister.

 

 

Arrest all accused in Yudik murder case’

ITANAGAR, Jan 23: The Galo Welfare Society (GWS), in a representation, has urged the State Chief Minister to ensure arrest of all accused in Goto Yudik murder case as demanded by the Upper Subansiri Action Committee on the case.

Informing that Yudik, Asstt. Secretary General (Protocol), Galo Students Union was stabbed to death at Aalo General Ground on January 10 last, the representation demanded to institute an impartial judicial enquiry into the case within the next two weeks.

“To ensure that kind of impartiality, your government may need to either change the guards in the West Siang district administration, which is also accused of dereliction of duty in this particular case if not put the concerned officers on suspension,” the representation added.

The three-point demand of the Action Committee was endorsed by GWS in a joint meeting on January 21.

The representation expressed its apprehension said that the situation may go further out of control, if the three steps are not taken immediately.

“So far, the affected family and the concern people have got the impression that the government has not shown much seriousness to direct the district administration to tackle the case. Further, the students are also anxiously awaiting a word of reassurance from your office for early arrest and fast tracking of the case of murder of one of their leaders,” it added.

Meanwhile, Galo Welfare Society and the Upper Subansiri Action Committee on Yudik murder case, in a separate release, appreciated the Galo Students Union for withholding its agitation at their request. Both GWS and Action Committee appealed to the authorities concerned in West Siang district to take prompt initiative to arrest all the co-accused in the murder case and help build  necessary confidence among the affected section of the Galo community.

In the meanwhile, GWS also appreciated the officers of Paktu origin for their initiative to mobilize public support for seeking justice to the deceased and his family and friends.

While describing the statement of the Parliamentary Secretary Home published in one of the local dailies as unfortunate, the GWS appealed to all members of the community to conduct responsibly and contain the situation from further aggravation.

It informed that the four-member Independent Fact Finding Committee will make its move within the week to assess the various factors that led to the murder of the GSU leader Yudik.

Meanwhile, the Galo Students Union (GSU) in a release today informed that  the agitation against Govt and administration scheduled on January 22 and 23 was called off following appeal from the Action Committee of Yudik murder case and the Galo Welfare Society (GWS). However, the union said that it  will go ahead with its proposed Chakka Jam/Bandh from 5 am of January 24 to 5 am of January 26 in the Galo dominated areas in protest against non-fulfillment of its various demands, including immediate arrest of all co-accused in Goto Yudik murder case.

 

 

Traffic awareness rally held

PASIGHAT, Jan 23: In an effort to create awareness on traffic rules among the people, a mass rally cum traffic awareness meeting was organized at Solung ground here.

Thousands of students and local people took out a procession in and around Pasighat town with banners, festoons and placards and shouted slogans to obey traffic rules. The procession later assembled in a meeting at Solung ground.

Addressing the meeting, Pasighat officer-in-charge of traffic police T Radeng appealed the people to obey the traffic rules to assure their safe journey. He said that road transport has been developed to boost the global economy and it should always be taken as a benediction of modern science and technology.

Radeng, through PowerPoint demonstration discussed on various aspects of road safety rules while referring to the increasing trend of road accidents. Educating public on traffic rules and various symbols used for traffic regulation, he also made threadbare discussion on traffic signs, including cautionary and mandatory signs and effect of haphazard parking of motor vehicles.

Radeng also briefed about “Crossing zone” and “No-crossing zones” on the roads for the pedestrians and urged the people to obey the symbolic restriction zones indicated by different colours. He narrated that yellow and white paint on the RCC bridges denotes four meanings- No stop, No parking, No U-turn and Speed limit of 50-60 km/hr.

East Siang DTO, in his address, suggested the youths to not to mix drinking with driving. He briefed on different aspects of Motor Vehicle Acts and penalty imposed on violators. Stating that the number of commercial vehicles was increasing in the district, he emphasized on creation of proper parking place in and around the urban area.

The DTO said that his department was all set to introduce High Security Registration Number Plate in the district from next month.

Addressing the gathering, Kaling Moyong, public leader, urged the administration to take strict action against the traffic violators.

Among others, Pasighat ADC A.Devnath, Mebo MLA Ralom Borang, DSP T Mehra and the functionaries of AdiSU and AAPPTF were present and spoke on the occasion. The programme was organized by the AdiSU, East Siang unit in association with a transporter’s body.

 

 

 

Importance of celebrating festivals

Ever wondered why we celebrate festivals? Are they really necessary?

In a country as varied as ours every community, every region, every state has its own unique festival that has to be celebrated. Someone once ironically said that “if all major and minor festivals celebrated in our country were done on a pan India level, then our whole year would be a holiday”! Wouldn’t it be nice though! Not the holiday part but the celebration as festivities bring people together and engender feelings of joy, unity, harmony and peace.

Festivals are celebrated all around the world to mark a milestone in the life of the people and community celebrating it. They can be religious festivals, harvest festivals, festivals to mark a special occasion in history, celebration of age old customs and traditions etc. Be it any type of festival, they are always a means of bringing people and communities closer together. They are a means to keep in touch with our roots and remind us of the traditions and customs that are slowly being forgotten.

One other type of festival celebration that has become popular in our state in the recent past is festivals promoting tourism potential of the state, the traditional handicrafts, the unity in diversity of its people, the scenic beauty of our state, our ethnicity etc.etc, the list goes on. Now those of us who go through the papers have seen reports of such festivals and can count up to five or six such festivals from the month of October to January. But are such festival celebrations necessary or maybe a waste of resources? That is an individual opinion, but I believe that at this point of time in our state, it is essential.

One example of how such festival celebrations are essential can be seen in the celebration of the Poi Pee Mau festival celebrated by the Tai Khampti people. This is a New Year Festival and celebrates the end of the old and the beginning of the New Year in the mid of December following the Tai calendar. In a community where almost all the festivals are centered around religious ceremonies and restrictions as Buddhism and its principles are an intrinsic part of life, the Tai Khampti Development Society, an organization working towards uniting the people and preserving its culture, felt the need towards creating a platform where the old and the young alike will let go and enjoy through participation in traditional dancing, singing, rural sports, meetings, dialogues etc.

From the year of its inception to the latest celebration, the festival has helped the community a lot. It has brought the old and the young alike on one stage, brought villages together and also helped in preserving age old dance and drama forms. The old get a chance to perform and the young to soak in and learn about their culture through seeing and experiencing. The festival has helped in exposing the dances, customs and unique cuisine of the Khampti people to others and the people of the area to other tribes. It also boosts tourist inflow and economic activity. It is also a welcome break for the people after the harvest season.

Singers, lyricists and dancers have also been given an excellent opportunity to hone their talent as music albums have been released in each celebration of the festival. Singers have been given a chance to make their voice heard and lyricists have voiced their thoughts and feelings through songs that are a commentary of life and the changing society.

One other interesting way the celebrations have helped the community is the opportunity for the young to meet, mingle and interact. It has been noted that up to 8 couples have tied nuptial knots after meeting during the festival. Someone commented that the festival has brought enemies together to work for the society. Now isn’t that the best reason to celebrate festivals?

Festivals are celebrated to bring people together, are helpful for strengthening relations among mankind and to promote close relationship and harmony among people. It is said that at the time of festival the enemy should also joined to enjoy the celebration, so by this we can make an enemy a friend and there will be no wars or fight among the people.

 

 

Some new trends that inspires me

On 6th January, I attended Si-Donyi Festival of Tagin community at Naharlagun near Helipad, where the community members had developed a festival celebration ground at their own cost.

The most attractive part of the celebration was “Hoi” -- a traditional ritual system.  The ‘Hoi” was performed only by the senior male members of the community wearing complete traditional attire at the time of arrival of Chief Guest Nabam Tuki, Chief Minister  and guest of honour Dr T Tapak, MLA. It signified great honour  to invited guests and projected unique identity of the community. It was more impressive when the ‘Hoi’ team, who are the actual senior citizens of the community, were squatting on the ground throughout the one-and-a-half-hour celebration instead of sharing the dais with dignitaries, which shows their hospitality and honour to the guests. Till today in my decade long career in journalism, I have never seen senior citizens of any other tribe sitting on ground during festival celebration. To me, it’s a new trend.

Another impressive one was that the Si-Donyi Festival Celebration Committee did not accept cash contribution from the Chief Guest and Guest of Honour during the festival. This was something I have not seen in any other celebration. It is also a new trend that others may think of emulating it.

The announcement of Rs. 1 crore by CM Nabam Tuki for development of Si-Donyi festival ground was in fact very genuine, because the Tagins had developed the ground at their own cost and  the ground needs further development. The announcement of Rs. 5 lakhs by CM Nabam Tuki for each festival of this state from this year onwards is also very encouraging which should have been since long because such expenditure goes in actual cause of the tribes. Basar AYC team distributes house-hold items to Nyigam village fire victims

ITANAGAR, Jan 23: A team of Assembly Youth Congress (AYC), 29 Basar led by its vice president Jumdak Basar visited the victims of January 18 fire accident at Nyigam village, Basar and contributed few household items like bucket, utensil etc.

The dwelling house of one Migam Basar was burnt down in a devastating fire at Ragam village on January 18. The cause of the fire is yet to be ascertained. Fortunately, there was no casualty. The fire was brought under control by the fire brigade before its wrecks havoc.

The same village was completely gutted down in a major fire accident three years back, the AYC vice president informed.

Meanwhile, the team appealed to the authority concerned to replace the present old fire tender with new one beside along with filling facility. It also appealed for providing a telephone with caller identification facility to prevent fake callers.

Meanwhile, AYC Basar welcomed the elevation of Rahul from general secretary to vice president of All India Congress Committee (AICC) and hoped that under his able and dynamic leadership, the party and the nation will experience a new dawn of peace, prosperity, unity and development.

 

 

APIC hangs on fire; appellant moves HC for justice

PASIGHAT, Jan 23: The Arunachal Pradesh Information Commission (APIC), which once occupied news headline for issuing arrest warrant against a Public Information Officer (PIO) in charge for violation of RTI Act. 2005, is now allegedly failed to deliver justice to the appellants concerned.

According to report, refusal of financial information by the state government offices in East Siang and the reported abeyance of APIC (final appeal) cases are causing a great deal of frustration among the RTI activists. The sufferers allege that the PIOs in state government offices like PWD, WRD, PHED, Education and other departments are violating the RTI Act and the Superior officers/ Appellate Authorities and even the APIC are miserably failed to take up the cases.

Being frustrated over the alleged inaction of appellate authority in PWD and the APIC, one Lenzing Pertin has filed a write petition in the Itanagar permanent bench of Gauhati High Court for justice. The petitioner, in the WP(C) No-238 (AP)/2012 stated that he filed petition under the provision of RTI Act in PWD Pasighat division. In the subsequence, appeal was made before the APIC for its due action against the violation.

Pertin also submitted RTI petition to the PIOs of Pasighat division of Public Work Department, sought substantial information about various achievement against the financial grants received by the departments. He also filed such petition in Water Resource Department (WRD), District Health department, ICDS, Urban Development & Housing and some other important offices and still been debarred from positive response by the department officials.

Pertin in the writ petition filed in HC stated that the APIC had dismissed the case on the first day of hearing on merit without giving him a chance to attend the court thereby depriving him from getting justice. He stated the impugned dismissal as arbitrary and bias and pleaded the court to set aside and quashed it.

On the other hand, the APIC, in view of the Supreme Court’s order in Write Petition (C) No.210 of 2012 Namit Sharma Vs- Union of India, was keeping a lot of APIC cases in abeyance till confirmation from state’s Law department. As such, the APIC issued notice to the concerned appellants that the cases fixed for hearing was kept in abeyance due to the court’s order on September 27 last year. It was also said that the parties (appellants and PIOs) should be informed about hearing of the pending case after due permission from law department was received.

It is worth mentioning that the Supreme Court, following the Writ Petition (C) No.210 of 2012 Namit Sharma Vs- Union of India, passed a judgment on September 13, 2012. As such, Supreme Court bench comprising Justice AK Patnaik and Justice Swantantar Kumar in the judgment mentioned necessity of legal background in case of appointment of the Information Commissioners at both central and state levels. The Court in a paragraph of the judgment stated “We are of the considered view that the competent authority should prefer a person who is or has been a judge of the HC for appointment as Information Commissioner. Central Information Commission at the centre or state level should only be a person who is or has been a Chief Justice of High Court or Justice of Supreme court of India”, it stated in the judgment.

The apex court, in another point of the judgment noted “The appointment of the judicial members to any of these posts shall be made in consultation with the Chief Justice of the High Courts of the respective states as the case may be”.

Global campaign to reduce food waste

Launched by the UN Environment Programme (UNEP), the UN Food and Agriculture Organization (FAO) and partners, the campaign - 'Think, Eat, Save. Reduce Your Foodprint' - seeks to accelerate action to eliminate wasteful practices and help countries share successful initiatives on these issues. It specifically targets food wasted by consumers, retailers and the hospitality industry.

"In a world of seven billion people, set to grow to nine billion by 2050, wasting food makes no sense - economically, environmentally and ethically," said UNEP's Executive Director, Achim Steiner. About one-third of all food produced globally, worth around $1 trillion, gets lost or wasted in food production and consumption systems, according to FAO. Food loss occurs mostly at the production stages - harvesting, processing and distribution - while food waste typically takes place at the retailer and consumer end of the food supply chain.

Roughly 95 per cent of food loss and waste in developing countries are due to unintentional losses at early stages of the food supply chain as a result of limitations in harvesting techniques, storage, packaging and marketing systems.

In the developed world, however, food waste occurs because consumers are quick to throw away food due to over-buying, inappropriate storage, and preparing meals that are too large, while food manufacturers are retailers produce waste because of inefficient practices, confusion over date labels and quality standards that overemphasize appearance.

The campaign will seek to involve families, supermarkets, hotel chains, schools, sports and social clubs, the private sector, city mayors and world leaders to reach its food potential. It will also provide simple tips in its website that will allow users to make food waste pledges, and a platform for those running campaigns to exchange ideas and create a global culture of sustainable consumption of food.

Fine system  and careless driving

Dear Editor,

I, being a diehard regular reader of your esteemed daily for long years, would like to express my view  on  the article written by noted journalist Taba Ajum on “fine system.” Firstly,  hat off and salute to Taba Ajum and Tongam Rina for their  selfless efforts to bring about a social transformation. It is  not wrong to say that large section of people of Arunachal Pradesh regard  both as the voice of weaker section of society.

Fine system in accident is wrong, unethical and should be done away with and education section should take the lead against fine system. No one should dare to manipulate accident case by arguing and justifying it. Accident is beyond anybody’s control.  But most of the tragedy occur on the road are due to carelessness of the driver which could have been controlled or averted. Tragic road accident mostly  caused by reckless and rash driving  and  negligence in obeying traffic rules. In such accidents which occur due to carelessness  of the drivers, the fine system plays a positive role. It helps curbing road tragedy.  On the other hand the law keepers, police are also helpless before some influential people in road accident cases ( as hearsay goes). These people easily play with the law. So, since customary law has a good place in the society,  the customary law should be strengthened particularly against careless driving.
