ACCI wants compensation for seizure of window film
NAHARLAGUN, Jan 23: Expressing resentment over the seizure of window film from the shops by the Capital district administration as a part of ongoing drive against tinted film on car windows, the Arunachal Chamber of Commerce and Industries (ACCI) today urged the Capital DC to compensate the traders for the window films seized from their shops.
In a letter to the Capital DC, the ACCI advocated that the Supreme Court had passed the judgment to have tinted films removed from windows of vehicles, it has not banned the selling of window films or use of such films in office chambers, hotels, restaurants, hospitals, clinics, etc. It further said that the administration and police personnel ‘forcefully seized the window films from the ACCI members, and also scolded and manhandled the traders, which is unwarranted and uncalled for.’

ITANAGAR, Jan 23: A team from Krishi Vigyan Kendra (KVK), Basar comprising scientists and subject matter specialists visited farmers’ fields at Industry Colony, Chirne and General Ground Colony, Basar yesterday as part of the KVK’s continuous monitoring and evaluation.
The team monitored the Toria and Pea fields covered under Agriculture Technology Management agency (ATMA) West Siang and Potato fields covered in TSP programme under ICAR, Basar.
The team found no infestation of insect pests and incidence of diseases in these crops but observed the slight moisture stress in soil for which light irrigation has been advocated to the farmers.
Govt ignores demand, says ASSU
ITANAGAR, Jan 23: All Sajolang Student’s Union (ASSU) has expressed strong resentment for ignoring the demand for creation of Bichum district by the state government.
Despite Bichum fulfilling all criteria that are required for creation of a new district, the state govt did consider our demand though many new districts have been created since we raised the demand in 1996, ASSU rued in a release.
“We (ASSU) do not oppose creation of new districts but we feel disappointed when our demand for Bichum district is ignored,” the release said.
Sajolang community has been demanding Bichum District since 1996 after the bifurcation of Kameng district. The Sajolang community, allegedly deprived from all developmental fruit, has been divided in two districts in East Kameng and West Kameng, the release informed.
The area is still lagging far behind many other places in the state in education, health and infrastructure sector due to geographical isolation.

Shops reopen at Seppa after DA assures to book the culprits

ITANAGAR, Jan 23: After three days of shutter down in protest against the alleged audacious attack on a shopkeeper and subsequent abduction, the business community of Seppa in East Kameng today reopened the shops following the written assurance given by the district administration to nab the culprit/s involved in the attack within 15 days.
Sources from Seppa informed that deputy commissioner Tope Bam today convened an emergency meeting which was attended by deputy superintendent of police S. Singpho who is now SP incharge and five members of East Kameng Chambers of Commerce and Industry (EKCCI) regarding the assault and abduction of a shopkeeper on Monday. In a meeting the prevailing and law order problem in the town and constant threats and extortion notes to business community particularly shopkeepers were also discussed.
To quell the shopkeepers who are demanding immediate arrest of culprit/s involved on physical assault and abduction of a shopkeeper at Bazarline on Monday morning, the district administration has given written assurance to EKCCI members to arrest the culprit within 15 days.
Speaking to this daily, deputy superintendent of Police S. Singpho informed that shopkeeper was assaulted and abducted by miscreant on Monday morning, however later he was released. Singpho further added that main accused is at large and a case had been registered with police station Seppa.
It is said that in many occasions shopkeepers were extorted and served unsigned extortion notices at Seppa, however it went unreported. According to EKCCI president Raju Gyadi, over the last few years the extortion and constant threat to shopkeepers has gone up.
The shutter down by shopkeepers at Seppa during festive season is a common sight, sometimes the traders close their shops to avoid picnic goers’ menace like forceful collection of vegetables and other essential commodities.
Rajnath Singh becomes BJP chief
NEW DELHI, Jan 23: Pitchforked by circumstances, senior Bharatiya Janata Party leader Rajnath Singh was unanimously elected party president on Wednesday but he faces the immediate challenge of tackling internal feuds and repairing the damage caused by allegations of financial impropriety by his predecessor Nitin Gadkari.

Advani, whose opposition to Gadkari finally saw him out of the president's post despite RSS backing, also said, “We should prove that this is a party with a difference and not a party of differences as our opponents say.”
Gadkari, who opted out of the presidential race on Tuesday in a dramatic turn of events because of the allegations against him, had succeeded Singh in 2009 after the Lok Sabha election debacle.
After the top leadership deciding on Singh last night, the BJP Parliamentary Board met this morning in what was essentially a formality to approve Singh's candidature for the top party post.
Singh filed his nomination and was the only candidate in the fray. He was promptly declared elected without any contest. Had Gadkari contested there was a possibility of an election.
Noting that the circumstances in which he is taking over the party's presidentship are not good, Rajnath Singh said BJP will stand behind Gadkari in his fight to clear his name of all charges. Expressing joy over the unanimous election of Rajnath Singh as new party president, the Bharatiya Janata Party Arunachal Pradesh today expressed full confidence over the leadership of Singh and hoped that the new party president would give focused attention on the problems of North East states, more particularly the frontier state of Arunachal Pradesh.
In a party meeting held its headquarters at Itanagar today, the BJP also viewed seriously the “saffron terror” remarks of Union Home Minister Sushil Kumar Shinde. “There cannot be anything worse than that the country's home minister giving such an objectionable and baseless statements that would disrupt peace and harmony,” the BJP said in a release. The party also decided to joint the nationwide protest against wild allegations of the Union Home Minister.
‘Arrest all accused in Yudik murder case’
ITANAGAR, Jan 23: The Galo Welfare Society (GWS), in a representation, has urged the State Chief Minister to ensure arrest of all accused in Goto Yudik murder case as demanded by the Upper Subansiri Action Committee on the case.
Informing that Yudik, Asstt. Secretary General (Protocol), Galo Students Union was stabbed to death at Aalo General Ground on January 10 last, the representation demanded to institute an impartial judicial enquiry into the case within the next two weeks.
“To ensure that kind of impartiality, your government may need to either change the guards in the West Siang district administration, which is also accused of dereliction of duty in this particular case if not put the concerned officers on suspension,” the representation added.

PASIGHAT, Jan 23: In an effort to create awareness on traffic rules among the people, a mass rally cum traffic awareness meeting was organized at Solung ground here.
Thousands of students and local people took out a procession in and around Pasighat town with banners, festoons and placards and shouted slogans to obey traffic rules. The procession later assembled in a meeting at Solung ground.

Ever wondered why we celebrate festivals? Are they really necessary?
In a country as varied as ours every community, every region, every state has its own unique festival that has to be celebrated. Someone once ironically said that “if all major and minor festivals celebrated in our country were done on a pan India level, then our whole year would be a holiday”! Wouldn’t it be nice though! Not the holiday part but the celebration as festivities bring people together and engender feelings of joy, unity, harmony and peace.
Festivals are celebrated all around the world to mark a milestone in the life of the people and community celebrating it. They can be religious festivals, harvest festivals, festivals to mark a special occasion in history, celebration of age old customs and traditions etc. Be it any type of festival, they are always a means of bringing people and communities closer together. They are a means to keep in touch with our roots and remind us of the traditions and customs that are slowly being forgotten.
One other type of festival celebration that has become popular in our state in the recent past is festivals promoting tourism potential of the state, the traditional handicrafts, the unity in diversity of its people, the scenic beauty of our state, our ethnicity etc.etc, the list goes on. Now those of us who go through the papers have seen reports of such festivals and can count up to five or six such festivals from the month of October to January. But are such festival celebrations necessary or maybe a waste of resources? That is an individual opinion, but I believe that at this point of time in our state, it is essential.
One example of how such festival celebrations are essential can be seen in the celebration of the Poi Pee Mau festival celebrated by the Tai Khampti people. This is a New Year Festival and celebrates the end of the old and the beginning of the New Year in the mid of December following the Tai calendar. In a community where almost all the festivals are centered around religious ceremonies and restrictions as Buddhism and its principles are an intrinsic part of life, the Tai Khampti Development Society, an organization working towards uniting the people and preserving its culture, felt the need towards creating a platform where the old and the young alike will let go and enjoy through participation in traditional dancing, singing, rural sports, meetings, dialogues etc.
From the year of its inception to the latest celebration, the festival has helped the community a lot. It has brought the old and the young alike on one stage, brought villages together and also helped in preserving age old dance and drama forms. The old get a chance to perform and the young to soak in and learn about their culture through seeing and experiencing. The festival has helped in exposing the dances, customs and unique cuisine of the Khampti people to others and the people of the area to other tribes. It also boosts tourist inflow and economic activity. It is also a welcome break for the people after the harvest season.
Singers, lyricists and dancers have also been given an excellent opportunity to hone their talent as music albums have been released in each celebration of the festival. Singers have been given a chance to make their voice heard and lyricists have voiced their thoughts and feelings through songs that are a commentary of life and the changing society.
One other interesting way the celebrations have helped the community is the opportunity for the young to meet, mingle and interact. It has been noted that up to 8 couples have tied nuptial knots after meeting during the festival. Someone commented that the festival has brought enemies together to work for the society. Now isn’t that the best reason to celebrate festivals?
Festivals are celebrated to bring people together, are helpful for strengthening relations among mankind and to promote close relationship and harmony among people. It is said that at the time of festival the enemy should also joined to enjoy the celebration, so by this we can make an enemy a friend and there will be no wars or fight among the people.

ITANAGAR, Jan 23: A team of Assembly Youth Congress (AYC), 29 Basar led by its vice president Jumdak Basar visited the victims of January 18 fire accident at Nyigam village, Basar and contributed few household items like bucket, utensil etc.
The dwelling house of one Migam Basar was burnt down in a devastating fire at Ragam village on January 18. The cause of the fire is yet to be ascertained. Fortunately, there was no casualty. The fire was brought under control by the fire brigade before its wrecks havoc.
The same village was completely gutted down in a major fire accident three years back, the AYC vice president informed.
Meanwhile, the team appealed to the authority concerned to replace the present old fire tender with new one beside along with filling facility. It also appealed for providing a telephone with caller identification facility to prevent fake callers.

APIC hangs on fire; appellant moves HC for justice

PASIGHAT, Jan 23: The Arunachal Pradesh Information Commission (APIC), which once occupied news headline for issuing arrest warrant against a Public Information Officer (PIO) in charge for violation of RTI Act. 2005, is now allegedly failed to deliver justice to the appellants concerned.
According to report, refusal of financial information by the state government offices in East Siang and the reported abeyance of APIC (final appeal) cases are causing a great deal of frustration among the RTI activists. The sufferers allege that the PIOs in state government offices like PWD, WRD, PHED, Education and other departments are violating the RTI Act and the Superior officers/ Appellate Authorities and even the APIC are miserably failed to take up the cases.
Being frustrated over the alleged inaction of appellate authority in PWD and the
APIC, one Lenzing Pertin has filed a write petition in the Itanagar permanent bench
of Gauhati High Court for justice. The petitioner, in the WP(C) No-
Pertin also submitted RTI petition to the PIOs of Pasighat division of Public Work Department, sought substantial information about various achievement against the financial grants received by the departments. He also filed such petition in Water Resource Department (WRD), District Health department, ICDS, Urban Development & Housing and some other important offices and still been debarred from positive response by the department officials.
Pertin in the writ petition filed in HC stated that the APIC had dismissed the case on the first day of hearing on merit without giving him a chance to attend the court thereby depriving him from getting justice. He stated the impugned dismissal as arbitrary and bias and pleaded the court to set aside and quashed it.

Fine system and careless driving
Dear Editor,
I, being a diehard regular reader of your esteemed daily for long years, would like to express my view on the article written by noted journalist Taba Ajum on “fine system.” Firstly, hat off and salute to Taba Ajum and Tongam Rina for their selfless efforts to bring about a social transformation. It is not wrong to say that large section of people of Arunachal Pradesh regard both as the voice of weaker section of society.
Fine system in accident is wrong, unethical and should be done away with and education section should take the lead against fine system. No one should dare to manipulate accident case by arguing and justifying it. Accident is beyond anybody’s control. But most of the tragedy occur on the road are due to carelessness of the driver which could have been controlled or averted. Tragic road accident mostly caused by reckless and rash driving and negligence in obeying traffic rules. In such accidents which occur due to carelessness of the drivers, the fine system plays a positive role. It helps curbing road tragedy. On the other hand the law keepers, police are also helpless before some influential people in road accident cases ( as hearsay goes). These people easily play with the law. So, since customary law has a good place in the society, the customary law should be strengthened particularly against careless driving.
